This study, commissioned by the central public authority in the field of water and carried out by GeoEcoMar, aimed at developing the national program of measures to achieve or maintain Good Ecological Status (GES) of Romanian marine waters, part of the national action plan.

One of the obligations of Romania, as a member state of the European Union, is the implementation of the Framework Directive ”Strategy for the Marine Environment” (2008/56/EC), the purpose of which is to achieve or maintain the Good Ecological State (SEB) of the marine environment by 2020. The Marine Environment Strategy Framework Directive (DCSM) was transposed into national law by GEO 71/2010, adopted by Law 6/2011 for the approval of Government Emergency Ordinance no. 71/2010 on the establishment of the marine environment strategy and amended by Law 205/2013 amending the Government Emergency Ordinance 71/2010 on the establishment of the marine strategy. In accordance with Article 5 (alin. 3) of GEO 71/2010, the central public authority in the field of waters must draw up and implement for the Romanian marine waters an action plan comprising five elements, as follows: the initial assessment of the current ecological status of the Romanian marine waters and the environmental impact of human activities on these waters, in accordance with the provisions of Article 8 of the DCSM; determination of the Good Ecological Status (SEB) for marine waters, based on the qualitative descriptors listed in Annex I of the DCSM, in accordance with the provisions of Article 9 (alin.1) of the DCSM; establishment of a set of environmental objectives and associated indicators, with the aim of concentrating efforts towards achieving the Good Ecological Condition (SEB) of the marine environment, in accordance with Article 10 para. (1) of the DCSM; elaboration and implementation of a monitoring program for the continuous evaluation and periodic updating of the objectives, in accordance with the provisions of Article 11 para. (1) of the DCSM; elaboration and implementation of a program of measures designed to ensure the achievement or maintenance of the Good Ecological Condition (SEB), according to the provisions of Article 13 para.1 and par.DCSM 10;
