DOORS – Developing Optimal and Open Research Support for the Black Sea

Acronim: DOORS

The DOORS Research and Innovation Action developed an optimised open research support system for the Black Sea to: (1) address human and climate change impacts on its fragile and damaged ecosystems and (2) support real behavioural change across its complex geopolitical and governance landscape for Blue Economy development. In doing so, DOORS provided the ambitious framework to overcome the barriers to the advancement of the Blue Economy agenda. DOORS brought together existing fragmented monitoring efforts, delivered state-of-the art observation capability, engaged stakeholders through participatory approaches and established a harmonized capacity-building framework. These outcomes maximise the benefits to all Black Sea communities to promote business growth, well-informed stakeholders and educated citizens.

The overall objective of DOORS is to make the Strategic Research and Innovation Agenda (SRIA) for the Black Sea operational, support the successful implementation of Blue Economy and contribute to a healthy, productive and resilient Black Sea. To fulfil this, DOORS embed stakeholders’ collaboration at its core and developed three Programmes:

  1. Programme-1 System of Systems (SoS) for the Black Sea, a platform for evidence-based knowledge development that was co-designed with policy makers and covers relevant aspects of the physical, chemical, and biological parameters of the Black Sea. The SoS enables a more holistic approach, reflecting the ecosystems services provided, and provides scientific support to the management of the Black Sea.
  2. Programme-2 Blue Growth Accelerator (BGA), identified sectors and entrepreneurs for innovation, provided professional support to unlock their potential, enhanced the exploitation of knowledge, and facilitated access to investors and constructive exchange between scientists, entrepreneurs and policy makers for sustainable development of Blue Economy sectors.
  3. Programme-3 Knowledge Transfer and Training (KTT), built upon on existing, and developed new collaborations, between the different actors on science and policy to promote a culture of openness, share best practice and knowledge. It built capacity to address impacts by engaging stakeholders from the beginning of the project to develop and sustain mutually beneficial collaboration.

DOORS is underpinned by co-development and co-creation of the research and innovation action with key actors from across the Black Sea thus having built mutual trust and understanding which ensured that stakeholder engagement was highly productive.

DOORS has 4 specific objectives:

  • Objective 1: Create a harmonised set of methodologies for data acquisition for a coordinated regional approach. DOORS will deliver harmonised methodologies for sampling, measurement, analysis and modelling, taking into account best practices and will enable all the Black Sea coastal countries to use existing and new FAIR (Findable, Accessible, Interoperable and Reusable) compliant data to identify and address the challenges arising from human pressures and climate change impacts, and collectively drive an interdisciplinary approach by delivering evidence-based knowledge and innovative solutions. This harmonised set of methodologies and data, through the System of Systems (SoS), will inform identification of the appropriate policy interventions, support EU policy framework implementation, and facilitate development and implementation of Blue Growth at the basin-scale.
  • Objective 2: Integrate interdisciplinary scientific knowledge, in order to address the impacts of human-induced activities and climate change, as input needed to effectively implement policies in the Black Sea. To achieve this, DOORS will develop the SoS for the Black Sea, a platform which builds on state-of-the-art observation, modelling and data integration tools following user requirements across multiple disciplines to provide high quality scientific data about the physical, oceanographic, geological, biologic and ecological state of the Black Sea. By offering access to the data, the SoS will thus enable partners to fully understand the complex composition and dynamics of the human-induced impacts and climate change from river mouths to its deeper parts, to promote an effective implementation of policies.
  • Objective 3: Realise ecosystem services and Blue Growth sectors’ potential and provide support for entrepreneurship. By addressing the region’s specific needs, DOORS will promote synergies and collaboration between researchers, businesses and policy makers. DOORS will deliver a Blue Growth Accelerator (BGA), which will highlight and promote opportunities for sustainable business development in blue economy sectors. It will bring together key partners, promote synergies, organise training and mentoring schemes and facilitate access to investors to practically support growth and job creation. DOORS will set this up for the first time in the marine and maritime sectors of the Black Sea and build upon the current Blue Economy sectors including fisheries and maritime transport, whilst realising the potential of new and emerging sectors such as aquaculture, marine renewables and blue biotechnologies, in the region.
  • Objective 4: Bring the Black Sea Environment closer to society. DOORS will increase societal awareness and stewardship of the Black Sea environment and foster closer coordination between the next cycle of implementation of the MSFD and the Bucharest Convention and a greater societal understanding of the value of ecosystem services in the Black Sea. The Knowledge Transfer and Training (KTT) Programme will create mechanisms that enable education, support exchange and use of scientific knowledge between stakeholders and end-users, and provide the opportunity for stakeholder involvement in the development and delivery of key project outputs. DOORS will incorporate the requirements of the Bucharest Convention Parties into the development of the SoS for the Black Sea to support wider societal engagement.
