PN23300402 – Organizing the Database of INCD GeoEcoMar to operationalize the concept of Fair Data
The proposal “Organization of the INCD GeoEcoMar database for the operationalization of the Fair Data concept” aims to organize the scientific data collected within the research activities of INCD GEOECOMAR according to the FAIR Data concept, promoted at European level through the recommendation of the European Commission and at national level through the “Law on Open Data and Reuse of Public Sector Information”. Historical scientific data will be migrated from the current database to a database attached to a web portal accessible from both the intranet and the internet. An analysis of existing standards in the field will be made and the portal’s data and metadata catalog will be developed according to FAIR principles. The functionalities of the portal will be improved through extensions that best meet the needs of users, while respecting the defined standards at the same time. A final test of the catalog and the possibilities of data harvesting from a reference portal to the portal developed within the project, as well as from it to the reference portal, will be carried out. The final result is the consolidated database with INCD GEOECOMAR historical scientific data, which can be accessed by interested users and offer possibilities for automatic data retrieval by other data portals that respect the FAIR principles.
- Analysis of existing standards (DataCite, Fair Datapoints) and existing schemas (W3C data catalogue vocabulary – DCAT) for the creation of the “Data FAIRness” concept of the GeoEcoMar database. The purpose of this objective is to make the content of the data portal compatible with existing software, i.e. to promote the concepts of Data FAIRness, allowing data exchange with existing FAIR systems and existing software.

Installation and configuration of an Open Source Data portal. Within this objective, an analysis of the characteristics of the most widely used open source data portals for storing and sharing scientific data will be made. Among other things, system requirements, data-specific peculiarities of each (which data types are better represented “out of the box”), available extensions, performance when displaying and querying data will be taken into account.

Creating the structure of the data catalog in terms of the resources used, data dictionaries and ontologies. Operationalizing the FAIR Data concept. Within this objective, the translation of the FAIR Data requirements resulting from the analysis made in objective 1 into a relational data model (data catalog) divided into 3 main modules: resources, dictionaries and ontologies will be pursued.

Configuring the portal user interface. Within this objective, the portal will be customized by adding individual description elements, logo, user access menus, data access mechanism. The extensions tested in a previous objective will also be integrated to extend the portal’s functionalities. This will result in a user experience of viewing and querying data as intuitive as possible. The data addition/editing/viewing interface will be adapted according to interoperability requirements to adhere to the FAIR principles. The final goal is to obtain a functional portal, without display and operation bugs, ready for adding INCD GeoEcoMar datasets.

Populating the data portal with scientific datasets. Within this objective, the portal will be populated with the scientific datasets held by GeoEcoMar. The portal will be accessible both on the intranet and the internet for all interested parties. Metadata harvesting mechanisms will be tested and put into operation. In this way, the portal will contain relevant information for areas of interest outside GeoEcoMar, representing a centralized source of information in the field of marine geological and ecological research.
