Strategic Development Plan 2022-2027

This strategic development plan was drawn up taking into account the national, European and international strategic development documents for this decade, considered by the United Nations as the “Decade of the Oceans” (2020 – 2030).

Thus, in terms of international and European strategies, the most important strategy is the one defined by the European Commission – Directorate-General for Research – Innovation, through the HORIZON EUROPE Framework Programme.

GeoEcoMar has a priority role in implementing one of the 5 missions: the Mission for Oceans, Seas, Coastal and Inland Waters (also called the Mission “Restoring Our Oceans and Waters”, or Mission Starfish 2030). Furthermore, GeoEcoMar also implements the Mission “Adapting to Climate Change” and the Mission on European Soils.

Together with these Horizon Europe Missions, particularly relevant to GeoEcoMar’s work on the horizon of 2030 are the Green Deal Pact, the efforts to develop the Circular Economy, the Green Economy (with a focus on the Blue Economy), and the policies to create a sustainable society, where net carbon emissions are zero (Carbon Net Zero Society).

Of particular importance are the regional strategies, to which GeoEcoMar has actively contributed:

  • The Strategic Research and Innovation Agenda for the Black Sea and
  • The Common Maritime Agenda for the Black Sea,

documents also adopted at national level during the Romanian Presidency of the Council of the EU (2019), the Lighthouse Danube sub-programme of the Mission for Oceans, Seas, Coastal and Internal Waters.
